Tobin Construction, Inc., established in 1988, provides general contracting services to commercial and residential clients throughout the Washington, DC Metropolitan area. We offer a full range of services, including, but not limited to, custom construction of new homes and commercial establishments, commercial and residential renovations, minor to major emergency residential and commercial repair and maintenance, and, through established sub-contractor relationships, plumbing, electrical, and HVAC support. We take pride in delivering our services and products on-schedule and within budget. We are bonded, licensed in Maryland, Virginia, and the District of Columbia, and carry general liability and worker's compensation insurance.
We are members of Associated Builders and Contractors (ABC) (Chesapeake Chapter), Northern Virginia Building Industry Association (NVBIA), and the National Association of Home Builders (NAHB). Fewer than 10 percent of contractors hold such memberships. This keeps us current with developments and trends in the construction industry, allowing us to serve our clients better.
Tobin Construction, Inc., offers services that support every aspect of a construction project, from project conceptualization through project completion. We offer design/build services through relationships with structural engineers and architects. We also provide in-house permit expediting services that can greatly reduce the lead time between contract signing and commencement of work.

Stephen A. Tobin is Senior Vice President and Project Superintendent at Tobin Construction, Inc. Steve, who has over 40 years of experience in the construction industry, manages sales and operations related to large-scale residential and commercial projects, and serves as the interface between the client and architect/structural engineer, Steve is highly knowledgeable in the structural aspects of large-scale construction, and has served as an expert witness in construction disputes. He also serves as the Corporate Quality Assurance Officer.
Christa L. Tobin is Operations and Sales Administrator and Sub-contracts Manager. Christa, who has over 30 years of experience in the corporate world, assists every aspect of the company's operations and sales activities. She specifically supports field operations by scheduling site visits and sub-contractor services and by coordinating and overseeing sub-contracted support. Christa also interacts daily with our clients to ensure that their projects are progressing as expected.

Ivan Mendez is a Senior Carpenter at Tobin Construction, Inc., who supports both large and small scale residential and commercial projects. Ivan has over 30 years of experience in the field of construction.
Sub-contractors
Linda W. Loftin, a graduate of Texas A & M University, is Financial and Human Resources Administrator for Tobin Construction, Inc. She has worked for a variety of large corporations around the nation, providing general business and financial support for over 25 years. Linda ensures that operations personnel have all required high-level and project-oriented financial reports, and helps field operations staff to keep each project within budget.
Martin A. Loftin, a graduate of Texas A & M University, is Health and Safety Officer and assistant to the President. Martin has over 25 years of experience in providing enterprise solutions and results-oriented management oversight for every aspect of corporate activity.
C. Mac Balkcom, a graduate of the University of Central Florida, is Information Technology (IT) Administrator at Tobin Construction, Inc. Mac, with over 40 years of experience in the information technology field, focuses on improving field and administrative activity through the application of IT solutions. Mac also serves as our Ocean City, MD, Sales Manager.
Tim Mullen, a graduate of Virginia Polytechnic Institute and State University, is a member of the Board of Directors.
Charles F. Tobin, Jr., a graduate of The George Washington University, is President and Chairman of the Board of Tobin Construction, Inc.
William Scott Tobin was Vice President at Tobin Construction, Inc., until December 2010.
Nancy A. Manuszak was chief "problem solver" at Tobin Construction, Inc., until February 2009.
